Day Services
Modernising Mental Health Day Services
The modernisation of mental health day services is underpinned by two national guidance documents for commissioners which were published in February 2006: From segregation to Inclusion: commissioning guidance on day services for people with mental health problems, and Supporting women into the mainstream: commissioning women only community day services.
There is a great deal of work going on in services and commissioning teams across the country to put the guidance into practice in the local context. This involves transforming traditional day services into individualised and flexible services that promote and facilitate social inclusion and recovery, enabling people to achieve their goals and access mainstream community resources. A national review of progress to date and lessons learned: From segregation to inclusion: where are we now? was published in January 2008.
However the modernisation process is not an easy or a quick one and those engaged in it often need support and access to resources. A wide range of information and resources are available.

Day Services Modernisation Network
The National Mental Health Day Services Modernisation Network is a collaboration between the Inclusion Institute, Mind, Rethink and Richmond Fellowship. The Network’s purpose is to provide support and resources to those involved in modernising day services in order to increase the effectiveness of the modernisation process and the resulting services through:
- The discussion of common issues and challenges in relation to day services modernisation, and ways of addressing these
- The sharing of good practice in day services modernisation and the delivery of modernised day services
- The discussion and dissemination of resources which may assist with modernisation or service delivery
- Connecting people who can mutually support and learn from each other
More information about the Network can be found in an article published in the August 2009 issue of Life in the Day magazine (Pavilion Publishing). The article can be downloaded here.

- About Time - Commissioning to transform day and vocational services. About Time sets out how day and vocational services can make radical changes to offer people the support they need to build the lives they want to live. It is based on experience in two counties in England. About Time is the first step-by-step guide that shows how primary care trusts and county council commissioners can turn their services around by finding out what their users want, drawing on the available evidence of what works and building new forms of support. It shows that involving service users from the start of a process of radical change is crucial to its success. To view the guide please click here
- Identifying Good Socially Inclusive Practice in Mental Health Day Services These guidelines were developed as part of the mental health day services review: 'From Segregation to Inclusion: Where are we now?’ (publication: January 2008) to bring some objective criteria to the identification of services offering examples of ‘good practice’. The guidelines include indicators and questions for service users and providers. They are not intended to be comprehensive, but to offer some criteria against which day services can be evaluated and to highlight areas in which development may be needed. Day Services Review
A national review of progress towards the implementation of the commissioning guidance for day services - From segregation to inclusion: Where are we now? – was published in January 2008. The review found that the modernisation of day services has proven challenging in many areas since commissioning guidance was published in February 2006, looks at how things have progressed since then and identifies lessons that can be learnt from those areas where services have undergone change. The review is available to download here. -
Defining Safe Space
‘Safe space’ is one of the four elements of mental health day services laid out in Bromley Mind’s Navigator Model. This paper respects the right of individuals to define what is a ‘safe space’ for them and seeks not to diminish those differences but to establish the common characteristics and defining features of ‘safe space’. This paper was formulated based on discussion between service users, staff and trustees at Bromley Mind. Click here to download the document. -

NEW OUTCOME MEASUREMENT TOOLS
To accompany the recently published ‘Outcomes Framework for Mental Health Services’, the Inclusion Institute is pleased to make available two tools, which have been developed to capture and collate outcomes which map against the Framework.
The tools have been developed by colleagues in Wandsworth and East Lancashire and can either be used as they are or adapted to suit your needs. If you do use or adapt the tools, please acknowledge Wandsworth Borough Council or Lancashire Care Foundation Trust as applicable, but recognise that these are works in progress and do not contact them regarding any technical issues. Thanks to Sarah Rushton and colleagues in Wandsworth and Amanda Kershaw and colleagues in Lancashire for sharing the tools.
The Wandsworth tool can be downloaded from here and guidance regarding its use from here.
The East Lancashire tool can be downloaded from here and the questionnaire for use with service users to accompany it from here -
Broadened Social Inclusion Outcomes Framework
This framework aims to help commissioners and providers to monitor, evaluate and measure the effectiveness of services for working-age adults with mental heath problems.
This framework was initially designed to be used in mental health day services and has been broadened to apply to mental health services in general, particularly those which are seeking to support people to become more socially included. For example, many community bases mental health services, including outreach, employment and housing support services are also working to support people in establishing or maintaining many of these areas of included living.
